These scams often lead to lost money, canceled trips, and a lot of unnecessary stress.

A major reason these scams happen is the public’s tendency to trust agencies based solely on attractive deals or a polished online presence—without checking if the travel agency is accredited by the Department of Tourism (DOT).

Why DOT Accreditation Matters

DOT accreditation is more than a government requirement—it’s a safety net for travelers. An accredited travel and tour agency has been verified by the DOT for legal operation, service quality, and professionalism. This ensures you’re dealing with a legitimate and accountable business.

Unfortunately, some unaccredited travel agencies deceive customers by illegally using the DOT logo on their websites or social media pages, giving the false impression that they are legitimate. These logos can be easily copied and pasted, making it harder for ordinary customers to distinguish between real and fake.

To help address this issue, the Department of Tourism has introduced a more secure and verifiable method:

Some responsible agencies even make this more convenient by adding a clickable seal or logo on their website or Facebook page that links directly to the DOT Accreditation Portal, where all of the above details are shown in real-time. This is currently the most reliable way to verify if a travel agency is truly DOT-accredited.

To confirm the legitimacy of a travel agency:

  • Visit the official DOT Accreditation Portal: https://accreditation.tourism.gov.ph
  • Search for the travel agency by name, location, or accreditation number
  • Make sure the agency appears in the results and check the validity of their license

If the travel agency does not appear in the system, they are not accredited, regardless of any logos they display.

Quezon City Travel Agencies: Added Protection with Surety Bonds

If you're booking with a travel agency based in Quezon City, there's additional consumer protection in place. The Quezon City Tourism Department requires all travel agencies to secure a surety bond as part of their registration process.

This surety bond acts as financial protection for clients. If something goes wrong—like a no-show at the airport, a canceled tour without refund, or service failure—customers can file a formal complaint with the Quezon City Tourism Department, and the bond can be used to settle legitimate claims.

While this requirement is mandatory in Quezon City, it’s unclear whether other LGUs (Local Government Units) in Metro Manila or nearby provinces enforce the same policy. That's why it's especially important to ask about both DOT accreditation and local government compliance, especially for educational tours and group travel arrangements.

A Note on Legality and Pricing

It is important to clarify that this blog does not imply that travel and tour agencies without DOT accreditation or a surety bond are illegal. Many newly established travel and tour agencies operate legally and are in the early stages of building their credentials. Being unaccredited does not automatically mean that an agency is fraudulent or non-compliant with legal standards.

However, customers should understand that there may be a cost difference between DOT-accredited agencies and those that are not. Accredited agencies often maintain physical offices, employ trained staff, and are compliant with local government and BIR tax obligations. This added cost reflects their commitment to meeting both national and possibly international tourism standards. Clients who choose accredited agencies are not only paying for the trip but also for the peace of mind that comes with high-quality service and protection mechanisms.

  • ✔️ Demand transparency: official receipts, terms & conditions, and full itineraries should be provided up front
